Mary Colton - Region 6
After 35 years as a teacher, counselor, and administer, retired as the Assistant Superintendent of Administrative Services and Chief Negotiator for Zeeland Public Schools.  Presently employed as a Senior Associate for Aspex Solutions Inc. the creator of AppliTrack, a human resourses product developed specifically for schools.  Extentive experience in strategic planning, leadership coaching and mentoring and evaluation development.

Sheri Davie - Region 1
Co-owner of Davie Multimedia, producing state and local educational programs for more than 25 years. Served as the U.P. regional manager for Senator Debbie Stabenow from 2000-2010. Previously, was a member of the educational support personnel staff at Lake Superior State University, serving as ESP union vice president and steward to ESP staff. 

Thomas Davis - Regions 2, 3 and 7
Served Holt Public Schools for 36 years, two years as a high school mathematics teacher, and 34 years in administration with extensive experience in curriculum, labor relations and negotiations. Final 11 years at Holt were as Superintendent. Post retirement, served in two interim superintendent roles for 6 months each at DeWitt Schools and Dansville Schools. As Interim Superintendent, assisted the DeWitt Board and the Dansville Board in hiring their respective superintendents and negotiated teacher contracts.

Jim Gillette - Region 3
Retired educator with 35 years experience in public schools as a teacher and administrator, including 24 years as a superintendent of schools.  Extensive background in contract administration, grievance arbitration, mediation, fact finding, traditional as well as expedited bargaining, and has a thorough understanding of all facets of school management. Also has a special interest in board/superintendent relations and HR administration. As a superintendent, served on the MASA board and various positions at the regional level.

Alan Kantola - Region 1
More than 40 years experience in public education, including serving as superintendent of Engadine Consolidated Schools and Brimley Area Schools. Areas of experience include budget development and implementation, collective bargaining and contract administration, school law, public relations, Superintendent/Board relations, curriculum development, and staff professional development and evaluation.

Norm McKindles - Region 1
Retired from public education in 2010 after more than 33 years of service, including six years as 7-12 principal and 12 years as Superintendent for North Central and Baraga Area Schools.  Experience in all aspects of business administration, collective bargaining of numerous master agreements, state and federal grant applications and reporting, staff development and evaluation, curriculum development, food service management and the oversight of custodial/maintenance services.  Significant experience with the Federal Impact Aid Program, serving as Michigan’s State Chair representing all eligible districts.

Chuck Miller - Region 7
Chuck earned a Bachelor of Science degree in business administration from Indiana University and a master’s degree in education administration from Saginaw Valley State University. Chuck was an employee of SET SEG School Insurance Specialists for 30 years and retired as the director of customer relations and as executive director of the SET SEG Educational Foundation. Prior to working for SET SEG, Chuck worked in school business administration for 11 years for Niles Community Schools, Bay City Public Schools and Ingham Intermediate Schools.

Penny Swanson - Region 3
After 35 years as a teacher, counselor, and administer, retired as the Assistant Superintendent of Administrative Services and Chief Negotiator for Zeeland Public Schools. Presently employed as a Senior Associate for Aspex Solutions Inc. the creator of AppliTrack, a human resources product developed specifically for schools.  Extensive experience in strategic planning, leadership coaching and mentoring, and evaluation development.

 

Tom Pillar - Regions 3, 4 and 7
Retired after 41 years as high school teacher and department head, elementary principal, high school principal, associate superintendent and for the last eighteen years superintendent. Major interest is the board’s role in school governance, and has published articles on the relationship between the board and superintendent.  Experience managing school construction. Selected by MASA as the Region Six Superintendent of the Year for 2010. Holds Bachelor, Master and Doctorate Degrees from Wayne State University in Detroit.

 


Superintendent Search Consultants

Teresa A. Bingman, JD
Served as deputy legal counsel, cabinet secretary and deputy chief of staff for policy and strategic initiatives under Gov. Granholm. Assisted with the recruitment and screening of judges to fill vacant positions and executives to serve on the Governor’s Cabinet, committees and commissions. Currently conducts training on board structure and governance, public/private partnerships and creating and strategic planning. 

Lloyd G. Bingman, Ph.D.
An education and workforce development consultant assisting schools and organizations in developing strategies to improve the educational attainment of students. Formerly a workforce development specialist for the U.S. Environmental Protection Agency recruiting engineers, scientists and student interns. Served as special assistant to Superintendent of Public Instruction Mike Flanagan, conducting qualitative research and analyzing data to provide recommendations to assist schools in closing the achievement gap. 

William L. Brewer
Owner and CEO of Global Business Resource Group, focused on executive search, customized training and assessment. Experience in corporate and public sector human resource services, combined with 20+ years in project and executive management and business development. Former manager of corporate training for Ingham ISD.

Michael Emlaw
President of Capitol Consultants, education consulting, legislative and personnel recruiting services. President of ContractED, personnel leasing services. Former associate executive director of MASA. Former superintendent of Washtenaw ISD, Ludington Area Schools and East Detroit Public Schools.

 Sandra Harris
CEO of S.J. Harris Consulting, LLC, an educational consulting company and former superintendent of the Oak Park School District. Served as the assistant superintendent and superintendent at Lincoln Consolidated Schools. Began career in the Ann Arbor Public Schools where she worked as a teacher, vocational coordinator, high school assistant principal and personnel director.

Alan Kantola
More than 40 years experience in public education, including serving as superintendent of Engadine Consolidated Schools and Brimley Area Schools. John Males

Marie A. Miller
Retired public school educator with 38 years experience. Teaching experience at the elementary, middle and high school levels. Experience in building level administration, curriculum, state and federal programs, finance, assistant superintendent and superintendent. Served as an interim human resource director and assisted schools in school improvement and Title I.

Joel Raddatz
More than 40 years of experience with Michigan public schools, has served in seven districts of varying sizes during that time. Superintendent for more than 14 years in three districts, actively involved in negotiations with every employee group. Active in every level of conflict resolution, and has resolved disputes both formally and informally in a civil but frank manner throughout career.

Rich Ramsey
Retired educator with 37 years of experience as a teacher, assistant principal, athletic director, principal and superintendent. Active member of MASA and previously served as a officer in Region 5. Involved with data initiatives in Gull Lake and led several successful NCA leadership teams. Currently serves as an educational consultant in marketing and product development for Wolgast Corporation, providing construction management services.

Penny Swanson

Jon Tomlanovich, Ph.D.
Educational leadership consultant and executive coach for MASA. Former associate executive director of MASA/MAISA and superintendent of Eaton ISD. Previously served as director of employee relations for Grand Ledge Public Schools, responsible for all labor relations and personnel functions for the district's five labor unions.

Robert Galardi
Served 32 years in the Ann Arbor Public Schools as teacher, principal, administrator and labor relations/contract negotiator. Formerly union president for teachers and principals, executive director of curriculum and deputy superintendent for administrative services. Experience in recruiting, hiring and coaching teachers, principals and school leaders to help them achieve their professional goals. Facilitates negotiations, provides direct support to boards with communications and conflict resolution services and teaches CBA classes. 

Steve Gaynor
Previously the superintendent at Bloomfield Hills Schools and Royal Oak Schools, as well as serving the board’s team in Walled Lake and Holly as an assistant superintendent and principal. Experienced in interest-based bargaining, expedited and traditional bargaining and labor management committees to avoid and/or resolve grievances.

John Males

Tony Marasco
Former assistant superintendent of human resources for the West Bloomfield School District with extensive experience with contract management, grievances, mediation, arbitration and fact finding. Experience with both the MEA and the AFT, negotiating numerous contracts with each. Has been negotiating contracts since 1986.

Mike Reeber
Served Wayne RESA as its labor relations director and has negotiated scores of contracts with instructional, administrative and non-instructional unions over the last 35 years using traditional and non-traditional methods. Extensive experience in contract administration, grievance resolution, arbitration and mediation. Specializes in creative problem solving of labor contract issues in a collaborative manner.

Peter Silveri
Served as a negotiator for multiple districts since beginning work with MASB in 2004. Prior public school service includes eight years as an assistant superintendent for Willow Run Community Schools, six years as a principal for Ann Arbor Public Schools, five years as a principal for Romulus Community Schools, and 12 years as a teacher for Romulus. Involved in contract bargaining throughout his career and has served as a negotiator from both the union and management perspectives.

Thomas C. Smith, Ph.D.
Retired superintendent from Escanaba. Negotiated approximately 30 contracts in Escanaba and other districts. Experience with mediation and arbitration and has represented the district in several grievance hearings.  Along with work at MASB, currently teaches for the University of Pheonix and facilitates teacher evaluation seminars.

Tom Tebeau
Previously assistant superintendent of business and operations for Williamston Community Schools, Tom retired after 30 years of public school experience in finance, personnel, negotiations, labor contract management and operations. Developed language for contracts and prepared all negotiated material and actual contract development. Experienced in negotiating new contracts, mediation, arbitration, fact finding and the grievance process.
